What distribution?  Or is gcc compiled from source?

I'm seeing the same problem with time.h.
In my case the "distribution" is: RedHat Rawhide:

glibc-2.3.2-27.9
gcc-3.2.2-10
rawhide-release-20030414-1

plus linux-2.5.67 built from source.
