I am not sure why you would want any old version, but here it is:
http://bellard.org/tcc/tcc-0.9.tar.gz

For 0.9.x releases, just replace the version number. As you can see from
http://bellard.org/tcc/changelog.html
0.9 was the initial version, so there's no older public version.
