NON-COMMERCIAL SOFTWARE LICENSE (NCSW License)

Draft Version 0.2, 2003-06-27

Everyone is permitted to copy use and distribute copies
of this license document, but changing it is not allowed.

1 - GENERAL RULES
1.1 - SCOPE

These licencing rules apply to all components of a software project that is 
released under this license. A few examles are:
 - Specifications
 - Manuals, Web pages related to the project
 - Sourcecode, scripts
 - Database designs, scemes and images

1.2 - NO WARRANTY

There is no warranty for the program in any form unless agreed otherwise by 
means of a support contract between the software creator and user, this to 
the extent permitted by applicable law.

1.3 - COPIES

Each time this software is distributed or copied it must be accompanied  with 
the NCSW license.

1.4 - Intention

The intention of this license is to stimulate the use of free operating 
systems and to make sure this software will always be freely available on 
free operating systems.

Commercial intersts should be limited to support. For non-free operating 
systems commercialy sold distributions are permitted.



2 - LICENCING RULES

2.1 - FOR USE ON FREELY AVAILABLE OPERATING SYSTEMS

This software is free to use on completely free(*1) operating system, it may 
not depend on any non-free software in any way. For such free(*1) operating 
systems this software is free to use.

2.2 - (*1) FREE OPERATING SYSTEMS

To prevent discussion about what exactly is a free operating system, this 
licens uses a list of these systems. This list may only be modified by the 
owner of the NSCW license: J.P.M. van Buitenen (NL)

The mentioning of any brand names hereafter does not include any relation with 
that brand owner. Brandnames will be removed immediately on request of the 
owner.

The curently listed FREE operating systems are:
 - All Mandrake Linux revisions
 - All Slackware Linux revisons
 - All Debian Linux revisions
 - All FreeBSD revisions

 - Redhat distributions that have been "made available for download and use 
free of charge by Redhat" only.


2.3 - FOR ALL OPERATING SYSTEMS NOT LISTED AS FREE THE FOLLOING RULES APPLY

2.3.1 - General

Rules in this part are subject to change.

For non-free operating systems commercialy sold distributions or licenced 
products are permitted.

Please keep in mind that the list of free operation systems may be changed. 
The maintainer of this license can never be responsible for any damage this 
may cause.

A list of "NON-FREE" operation systems may be added later if this is 
requested. The only reason for this would be to give some assurance for 
commercial activities.

2.3.2 - Specific

Rules in this part only apply to this specific software package. Rules in this 
part are subject to change.

This software can be freely used on all systems
(This does not mean it will always be free of charge on all OS'es )

Normally companies or teams who play a secnificant role in developing and/or 
maintaning this software should never need to pay for using this software, 
regardless of the OS they are using. The license holder of this software may 
decide otherwise in the case of conflict of interest.




3 - Changing the software

3.1 - FUNCTIONALITY

Software released under the NCSW license should always work as well as or 
better on free (*1) operating system than other operating systems.
In contrast to other licenses, The NCSW license enforces this:
It is not allowed to use a Non-free operating system as a development 
platform.
New developments should be done on free operating systems. The software may 
then be ported to non-free operating systems. At no point should free-only 
users be at disadvantage compared to users of proprietary software. This 
software should always work equally well on free operating systems as in any 
other version of this software.

3.2 - CHANGING, ADDING

Any copy or distribution of this software always contans a complete set of the 
entire software project sourcecode and documentation. The entire project 
always stays under this same license or it's successors.

3.3 - WHAT IS EXPLICITLY NOT PERMITTED

This software, or any other software released under the NSCW license may 
never:

- Contain code that has been written with the intend to compromise security.

- Have backdoors unless it is clearly documented in the user manual.

- Contain executable code without the source code.

- Contain code that has been written with the intend to compomise portability 
and/or compatibility with other software and/or hardware.

- Contain code that is willingly in conflict with the intrest of the user of 
this software.
