Oh, how about this instead? _IF_ `$XDG_CONFIG_HOME/wget/wget2rc` is not found, 
_and_ `~/.wget2rc` is found, then we automatically move it to the right 
location with an error message? I know it's a more radical step, but my 
argument for that simply is that Wget2 is currently in alpha, so we can make a 
couple of breaking changes before things settle down / are finalized.
