Even if the files didn't change, there are still situations where that wouldn't
work.
E.g. if you used `-E` in your initial command and forgot to use `-K` to make a
backup, then I think (correct me if I'm wrong) the timestamps from the `-N`
flag become useless for files that had their extensions changed to because wget
can no longer tell what file it corresponds to on the server, leading to a full
redownload and overwrite of what you already had.
Or more simply, if you lose internet connection and can't connect to the server
anyway.
