Yeah you are right, `-E` is an issue right now. The `--xattr` option can be of
help, as it stores URL metadata in extended file attributes (not available on
Windows, though).
Is losing internet seems to be a temporary problem.
In theory there might be misbehaving servers as well which prevent -N to work
at all.
Do you have a concrete problem or is this more a theoretical thing ?
