The general setup is that the NoteColumns try to keep the (optically-corrected) space, while attachements like fingering and accidentals and articulations force columns apart only if necessary to avoid (near) collisions.

If arpeggios are more like a widening of the notes-on-stem, than they are like accidentals, then including them in the NoteColumn is fine. (I have to point out that ties leading into an arpeggio are rare outside of regression tests.) I, personally, would not want finering to change the ideal distances note-spacing (but I put fingering above/below the notes if possible).

In any case, the patch brings us back to version 2.14 rules, which seems quite safe.
