I'd say remove @Filter altogether and leave folks to distribute their
documents with a way to create separate input files before invoking
lout.  Any scripting language or file dependency maintenance tool should
suffice for this purpose.

At the minimum though it should be necessary to supply a command-line
flag to *enable* the @Filter feature.
