Table Help

Greetings. I am having difficulties with a table that spans many pages.

1.) If I do not include a @NP in my code before the table, it does not 
break pages. I simply get an error:

6,1: 119.1c object too high for 23.7c space; will try elsewhere

and the table never appears. If, however, I do: @NP @Tbl ...... then I 
of course get a new page, but thereafter, the table does break pages.

2.) The HeaderRowa changes widths as new pages are presented.
