LYNX-DEV New CHARTRANS patches available

Hello,

I have upgraded the patches for charset translation etc. to 2.7 + latest
bugfixes from Fote (of 1997-02-25).

The chartrans stuff itself is nearly unchanged from what I had earlier.
It definitely still needs some more work.  But it also needs some testers.

Please download, test, let me know what doesn't work.

I find my changes (so far) are not that big after all.  There was not
too much interference with other patches from the last months.  So don't
be afraid...

I provide (for now) patches + new files, *or* one update zip file, *or*
a full zip file.  All of these have 27bugfixes already applied.

I probably won't be able to do this for long.  Offers of disk space for
storage (and distribution) would be welcome.
