LYNX-DEV update to SIMPLEDIR

"http://163.51.110.11/lynxdev/SIMPLEDIR.gz"; has been updated:
        1) context diff against ac-0.74 patched to the ac-0.79 level
        2) files are patched _before_ being moved
        3) the suggested removal of about_lynx is fully supported
           with patches to 9 files (see SIMPLEDIR for details)
        4) KWs suggestion to change the RFC-MAILCAP.txt reference
           in lynx.cfg to a URL has been incorporated as a patch
        5) newfiles.* are slated for removal, rather than being moved
        6) tested, as far as getting a working binary, on SunOS4.1.3/
           slang/gcc and SunOS5.5.1/slang/gcc
