lynx-dev progress on dev.15

I'm about 2/3 done with the dev.15 patch - getting sidetracked with vile and
xterm.  The development snapshot I'm at is the 'f' patch, where I'm
reorganizing the form-submit code to use the bstring changes.

I got through one pass of that, and noticed a few errors (the 'c' patch has a
missing assignment statement for the bstring concatenation; the 'e' patch
introduced a problem printing/mailing the current page, and my current version
of 'f' has a bug in the page-attributes which I was starting to debug when I
noticed the problem at 'e').  So I'll have to review those stages and make a
reasonably stable 'f' patch.
