I figured out what went wrong.  Apparently, there was a short moment
when the value of XGETTEXT_OPTIONS in po/Makevars was quoted, and I
hadn't used config.status since...

And now I have a sv_SE.po with a lot more stuff to translate.  Yay, or
something...
