[Monotone-devel] net.venge.monotone.workspace-merge.migration ready for review

The work of this branch is now complete: there is fully operational
code to generate "format 2" bookkeeping directories, with
_MTN/revision a serialized revision instead of just an ID, and no
_MTN/work; there is also fully operational code to migrate from old
directories, and tests for that functionality
(tests/migrate_workspace).

I'm on the road and don't have time to merge up to mainline, sorry.
Also, this deserves an UPGRADE entry, as user intervention will be
required going from 0.28 to 0.29 if this branch is merged.
