Yeah, you're right, I've done this in aedfbcb893e96. The new policy
already found its way into notes/release-checklist.txt.

Technically this does not really belong to the release itself, but
you're of course free to suggest (and possible also change) it. I don't
know how other people think about this, maybe it will confuse a couple
of people, but maybe its more useful than confusing.

Right. Since we can change the release numberer any time _after_ a
release, maybe we can have a few more people giving us their pros and
cons on your idea.
