There's always the mechanism of putting the diffs on a USB stick or even 
a floppy disk, putting it in an paper (or maybe cardboard) envelope, 
putting a stamp in it, and mailing it.

Receiver, if suitably paranoid, could clone the main mtn database and 
apply the diffs or packets or whatever to *it*, in quarantine if necesary.

This does presume mtn will accept the changessets via packet, though.
