Follow-up Comment #53, bug #53841 (project octave): Ok, thanks for clarifying. All I can do is wait until I either get a working 5.12 qhelpgenerator or I get an update to 5.12.1 from the flatpak kde team. I could try installing Qt 5.12.0 with Linuxbrew and building Octave against that, I'll follow up if I have the time to try that and any results worth reporting. As things stand now I think we do want to apply your patch to Octave because this problem is very relevant on GNU/Linux systems that will start upgrading to 5.12 soon.
