I recall some discussion a while back addressing whether it is
reasonable to kill a long, non-resumable download in the middle,
just because the other side has poor bandwidth and takes too long.

I *think* it might have been about sv.  (Or maybe it was fdo?)

If it was here, might the script have been changed to avoid killing
processes which were actively sending data?

If the script is posted somewhere (in a project repo?) I could do a
bug hunt.
