Reliably, indeed!  :)  Make mine 21371, and I suppose make them OCAML
Lists as well, since some servers listen on multiple ports for HKP/HTTP.

While not technically needed to gossip, displaying the user-accessible
HKP port(s) as clickable links will make it easier to discover/verify/
bookmark backup servers and/or those that offer access to users behind
fascist firewalls.
