[Sks-devel] pre 1.0.9

There have been a few snafus with 1.0.8, and so I'm planning on
rolling out 1.0.9 soon.  The TLA archive is currently at patch-31. 
This includes the various patches from Peter Palfrader, plus some
other bug fixes for issues that others have pointed out.  The
changelog is below.  Please try it out over the next few days and see
if any further issues arise.  Patch-31 is currently running on
sks.dnsalias.net, so you can try that one out.
