this is how my apache proxies requests to sks:

<VirtualHost MY-KEYSERVER-IP:11371>
    ServerName MY-KEYSERVER-HOSTNAME
    ServerAlias pool.sks-keyservers.net
    ServerAlias *.pool.sks-keyservers.net
    <Proxy *>
            Order deny,allow
            Allow from all
    </Proxy>
    ProxyPass / http://127.0.0.1:11371/
    ProxyPassReverse / http://127.0.0.1:11371/
    SetEnv proxy-nokeepalive 1
</VirtualHost>

I'm using the very same configuration on port 80.
