Maintaining a keyserver peering requires the ability to communicate,
because each peer is able to cause operational problems for the other.
If we can't communicate, I am unwilling to peer because when problems
happen, they can't be resolved.

So applying a killfile rule (which is what "plonk" means to me) while
maintaining a peering is deeply problematic.

Thus I have removed the line for his keyserver from the membership file
of my keyserver.
