[Straw-devel] for those hacking on the CSS

I changed Straw's behaviour so it by default caches the CSS contents and
puts it in the article head. It's a minor optimization, I know, but
still, it's a few system calls.

If you want the old behaviour back, define the environment variable
STRAW_RELOAD_CSS.
