Follow-up Comment #1, bug #26380 (project pspp): It's probably a simple fix - libpspp-core.dll is called something else on cygwin I think. Unfortunately I don't have a Cygwin system to test this on. I suppose we ought to be providing a --without-perl-module configure flag, so that people who can't/don't need to build the perl module can build the rest of the system.
