No, actually POSIX 1003.1-2001 and later requires support for
hexadecimal constants in program code and in data (in some cases).
But support for this is spotty, to say the least.  I reported this
problem to the gawk maintainer and to the Open Group in -- let me see
-- May of last year, but they're still mulling over what to do.  See
