tweaking and syncing ABOUT-NLS?

Hi Bruno,

It seems the canonical ABOUT-NLS is maintained in
gettext/gettext-runtime. Is that right?
http://git.savannah.gnu.org/cgit/gettext.git/tree/gettext-runtime/ABOUT-NLS

Perhaps its being sourced as part of the gettext manual to the top of
the file, since it's not necessarily evident when a user sees it as part
of another package.

Also perhaps delete the "going" in Francois's excited first sentence
(Free software is going international!), since time has moved on.

Also, would it be ok if I sync-ed it into gnulib, to make it easier to
get new versions?

Finally, the information in "INSTALL Matters" about having an included
gettext seems out of date, since packages typically don't include (and
aren't recommended to include) gettext any more. Right? I mean this
part:

By default, this package will be installed to allow translation of
messages. It will automatically detect whether the system already
provides the GNU `gettext' functions. If not, the included GNU
`gettext' library will be used. This library is wholly contained
within this package, usually in the `intl/' subdirectory, so prior
installation of the GNU `gettext' package is _not_ required.

Thanks,
Karl
