    This entire file needs to be largely revamped. 

My point is that everyone is already including it.  Typically an
incredibly out of date version.  Do we really want to wait around for a
complete rewrite before putting it in gnulib?  I mean, at least the
current version has some correct info ...

    If you want to rewrite this entire file, you're welcome! 

Sorry, not me ...

    I don't really know to whom it should speak: to the end users, to
    the developers, to the translators, or to all three groups?

Or none of those?  I think all of those groups should be reading
(different parts of) the gettext manual.

Given that the purpose of the file is to be included in source
distributions (right?), I'd say its primary audience is for people
installing packages from source.  Like INSTALL.

That would usefully include some very basic usage info, so installers
could check if what they did actually works.  That's it.

These days, I don't see the point of having the huge matrix in this
file.  It was interesting early on, to encourage more developers to
support gettext in their package, but seems irrelevant now.
