This entire file needs to be largely revamped. Only the "Using this package"
section is more or less up-to-date.

Right. Especially because this way of including libintl in a package will
be deprecated in the next gettext release.
If you want to rewrite this entire file, you're welcome! I don't really
know to whom it should speak: to the end users, to the developers, to
the translators, or to all three groups?
