What evidence do you have for this? Please show the commands
that you used to
  - configure GNU Hello,
  - build GNU Hello,
  - install GNU Hello
  (I hope you looked into the INSTALL file before doing this),
and finally
  - the commands and results that make you think that the
    translations are not reachable.

If you don't specify a different --prefix, then /usr/local is the
default.
