I think it's because someone didn't want the file on the c: drive.  The answer 
is not to store the "My documents" area on the c drive, as this is where the 
database is created.

Making this a file selection is not a good idea, as the other database types 
expect a database name, not a filename.  I think a special case is just likely 
to cause problems.
