Gah guys, I'm an idiot.  It helps when you dig through the xnee.log.  I 
was missing a build-dependency on texlive-generic-recommended (which has 
epsf.tex).

I'm going to play some more with the packaging and I'll hopefully post 
up a package soon for you guys to look at.
