the way I imagine resolving this sort of thing, which soft AIS can do,
is to have a welcome page with logos for all the identity providers that
the service is affiliated with, and the service checks each during the
user's downloading of the image file in question.  After the first
one that has a ID for him answers, the service doesn't care about the
rest;
each image can be a clickable link to the log-in page for that service.
