It is because when some replys to an e-mail they get
from this mailing list, they do a `reply all'.  (On
my e-mail program, Evolution, it is labeled `Reply to
All'.)

If they were to just do a normal reply, it would only
go to the author of the message, and NOT the mailing
list too.

So people hit `reply all', and everybody gets the
message: the author of the message, the e-mail address(es)
it was sent To, the e-mail address(es) is was CCed to.

 That way the mailing list address gets included.  And
the message is sent to the mailing list.

(It is a usability problem I've seen with all the e-mail
software out there.)
