How to undermine slamming, using the DCMA:

Someone asked in another post if there was a way to use the new
copyright act against M$. This comes to mind in discussion of slamming:

 - Create a license for end users to license their personal
information with copyright and declaring terms of its use.

 - Encrypt the personal info

 - If M$ or anyone tries to break that for slamming purposes, they run
afoul DCMA, under Circumvention of Copyright Protection Systems :-)

"No person shall manufacture, import, offer to the public, provide,
or otherwise traffic in any technology, product, service, device,
component, or part thereof, that is primarily designed or produced
for the purpose of cicumventing a technological measure that
effectively controls access to a work protected under this
   title;..."
