[DotGNU]Starting of the swigging of pnet

As part of the testing of swigsharp,
I am creating swig wrappers for the pnet. Based on the ilasm_write
module, 
it includes 99% of the pnet headers and functions

You may find the Makefile.swig usefull

and the swig_lib/csharp/csharp.swg is a hacked version of the
csharp.swg file, that is better than the current one in the swig cvs.
