Like for example a C API for a proprietary database system?

I think for this kind of situation, it would make sense for DotGNU
to contain a tool that will automatically create a webservices
interface.

Yes, but we shouldn't make it fit there too well, otherwise the
hostile environment will never go away.

I think a good rule of thumb is this:  Whenever there's a proposal
to make DotGNU fit better into non-free environments, we should ask
the question "does this resolve a serious obstacle that prevents
people from using a GNU system as their OS?", and if the answer is
"No, this proposal doesn't resolve a serious obstacle against using
a GNU system as OS" then we should say "no!" to the proposal.
