It does meet those objectives. 

I fear my original post had some bad arguments. The main reason for relative 
addressing is keeping stuff up to date. Instead of entering my mail address 
in every system that uses RDF those systems can link to the resource 
containing my mail address. Thus I will only have to update my mail address 
in one location, much easier.
