I've 6.5.1 and it definitely has the capability of setting up LAN segments.
I haven't used it and I don't know where it was in previous version,
but if you set up a team and edit the settings, one f the tabs
you get is called LAN segments. There you can define new ones
with bandwidths and error rates.
Once that's done you can attach network adapters to them (from the connection tab).

I usually start RedHat and a Windows XP VMs for testing.  FTP gets
tested on both Linux and XP servers, ProFTPd and Filezilla (sp?).  The
rest of the protocols get tested on Amazon and rsync.net.  The only
one's I can't test are HSI and IMAP, so I hope I don't have to support
too many problems with them.

Even if you need delays/error between two physical machines it is
probably easier
to put a VM between them.

I don't know if the free vmware server allows this, but if you use it
for work the $200 for vmware
workstation are very well spent.

I'm not familiar with the free virtualization solutions available. They
may very well be able to do the same.

I suppose I could write my own, but would prefer a known good test
agent.  I have an odd "curse" for test purposes, I can literally go
weeks without seeing a network error.  Makes it kind of difficult to
test error handling, and this is where most of the problems occur.
