This sounds already quite similar to the system that Fabian implemented
a couple months ago (which I hear isn't quite perfect yet, but should be
almost there).
With this system, the daily script that Gelpa runs would copy some
packages straight from Emacs core. This way you could very well
configure Gelpa to always offer the lastest Dired (or maybe only when we
bump a version number, but that's a detail).
