This is a probably misunderstanding on the part of `straight.el`s author
(or an over-generalization).  It's not compatible with the ELPA
infrastructure that lets one download and install tarballs from HTTP
servers, but its philosophy is definitely compatible with the part of
`package.el` which deals with finding the installed packages, choosing
which ones to activate, and in which order (taking dependencies into
account).
