I see the usefulness of this.
The first step of it -- operating on a package name, which would very likely
point to a repo site that we condemn, would put us into a moral contradiction.
However, there's no moral problem in the rest of it.
Would you like to implement `package-fetch' so that it always wants
a URL as argument?
