Ok, I see.  No, there would certainly not be a default inclination
towards GitHub.  Instead my idea was that a package might specify where
to find its repository, and if you enter a package name that has a
header like this:

   ;; VC: https://vcs.host/path/to/repo.git

package-fetch would use this.
