The same is true at least on GNU/Linux.Not exactly, trying to run an old copy of 20.4 (built on Red Hat Linux 5.2) results in linker complaints that I'm missing libc.so.5.
You may have seen that the sentence above applies to "the original binaries of Emacs from 21.4 all the way to 28.1".
