This is texinfo syntax.  Those files are designed to be read by the GNU
program 'info', or be used to generate docs in other formats.  Does Cygwin
include info?  If so, you can use that to read those files.  Mostly, if
you ignore everything except the piece inside the {}, you'll get the
intended reading.  So, read the above as 'the shell scripts test.sh, ...'

There's a lot in the gnugo sources that is only of interest to developers
;)  In order to be included in GNU Go, you would need to assign copyright
to the FSF, and license it under the GPL.  You would also need one of the
maintainers to add it.
