I'm not sure why this would be. I just tried downloading
it myself and it was a little slow but that's over a 56Kb
modem. The log file shows some incomplete downloads but
that is always the case.

You can also get it from the CVS. If you want 3.5.4 use
the release tag rel-3-5-4. Let me know (by private email)
if others notice a problem.
