Prescription pathway in Oz:
1.) check if drug available (registered) for prescribing in Oz
if so,
2.) check if patient qualifies for subsidy
2a) patient is war veteran
-> criteria =RPBS [unrestricted/restricted/authority]
2b) patient is medicare member
-> criteria =-> criteria =RPBS [unrestricted/restricted/authority]
2c) patient is neither -> private unsubsidized script
3.) check if drug qualifies for subsidy
3a) drug available over the counter = "OTC"
3b) drug is "prescription only", but not subsidized = "RX"
3c) drug subsidised generally by Medicare = unrestricted
3d) drug subsidized conditionally by Medicare = restricted
3e) drug subsidized on special authority by Medicare = authority
3f-h same for Veterans affairs as for Medicare in 3c-e
4.) if "restricted", check if conditions met
a) if not => private script ("Rx")
b) if met, subsidized script
5.) if "authority", launch dialog for authority number application
a) if authority number granted, subsidized script
b) else, private script
