Well, yeah, adding files needs to be done manually (unless one
uses intelligent scripts that know the characteristics of
particular source directories).

We should convert to bitkeeper :-))

(just kidding)

The whole quandary stems from the fact that CVS is just that:
a _source_ control system. And the HTML ain't no source if
they are generated from SGML.

BTW, this could probably be made somewhat easier by keeping
the HTML in their own dir which is always completely
removed/re-added - but what a waste of resources on the CVS
server side ...
