implementation note:

it's Struts ontop of tomcat on java and mysql

The install is too large, and I've been trying
to manually install it without java and tomcat , as these
are already on my system.

There are a few problems with it the way it uses system properties
and having the application property file in root seems a little
strange.

The install is really a system dump, as the java jdbc jar file for
mysql is in the jre/lib/ext directory already, but not in the mysql
package.
