This would be, btw, quite similar to what some German
commercial packages do currently. They have a fixed layout:

People will merrily type away. The date is defaulted to today
but changeable. The type is defaulted to, say, S and will
carry over to a new line on line-wrap. At any time can the
type of any line be changed to OAP. The then-current line type
is again carried over when wrapping into new lines from the
type-changed line. The line types are arbitrary.
