True. It's only that if people create a directory too hastily, it is 
irreversible, yes?

So maybe the point should be that once people develop something they 
wish to contribute, and if they are *tempted* to create a new 
directory, they should hold off briefly until posting to the list 
what they have in mind. That way, someone might say "oh, we already 
have a place for that" or "it would be better to instead"...
